PLEASE ADVISE ON PLATE VASE HOLDER ?? WITH RUNNING BIRD MARK

Hi ,any info on dates and origin would be very much appreciated,
also what you think the original purpose of this item was.




i think it would have had a glass insert for use as a vase but arent sure.

the mark is very tiny so i have taken the best pictur i can and blown it up.
