Silverplate?

Thought it might have been wolf and knoll at first. Have not had tested. Any ideals.

I'm sure we've had that exact set of marks on the forum before, but I cannot find them.
Here's the closest I could find, and as you will see the maker has been attributed as Georg Roth, and the style of the piece is also his.
