Hi,

Can't help much, except to say your item is made of pewter and marked with typical European marks.

It is pewter, not silverplate.

Perhaps Dutch pewter, you could ask the Dutch Pewter library Foundation. The foundation only will answer questions about the pewter marks and not about value:
