Sugar Shaker Sheffield unknown Mark

I can not find this shield mark anywhere, and I do not understand the meaning of the "Guaranteed and Chased" stamped just below the lid rim. The design is Chased but why the Guaranteed?
The Bottom lip is folded over and makes me think it might be early Sheffield Plate?
Any guess at Maker and Age.
