HWL? - Henckels carving fork (tranchiergabel)

I have a fork from a carving set that's in really terrible condition. I thought before I made the decision whether to throw it away, give it away, or restore it, I'd like to know what it is. It came with a mixed lot of silverware sent to me from Germany, so between that and one of the marks, I presume the piece is German.

The mark on the handle looks like it might be "H.W.L.":

while the mark on the laffe/bowl is the "Twins" logo of J.A. Henckels of Solingen, Germany:

This particular twins logo was adopted in 1900, so the fork isn't any earlier than that, though it looks more like it's a thousand years old! Which brings up the other issue...

Can something in this terrible of a condition even be restored?
