Crossed Keys, V.O. ? Hallmarks

These marks are on a footed serving tray my grandmother purchased during her travels around/after wartime when she said people were selling their luxury items in the streets. I thought she said Vienna but I'm not sure, she told me when I was a kid, but I assume this is English, because of the crowned lion/leopard? I tried looking on the web, but I don't know what the others are. Any help would be great.

It's American. That's one of the marks of Victor Obler of New York.
