Hallmark Question: Small plated bowl on pedastal w/lions

I am BRAND new to silver. In fact, this is my first and only piece with the exception of modern jewelry... I tried to make sense of the hallmarks to identify my piece, but am uncertain. Any suggestions as to what my bowl is? Based on how I've read the marks, I am considering it's from Exeter, Englund, but just dont 'get' the lettering and the translation. thanks, Melissa
