Need Help Identifying Hallmarks/Datemarks on Silver Tea Set.

I've recently acquired a 3 pc Tea Set (Teapot, Sugar & Creamer). There are 4 marks on each piece but after going through several silver hallmark forums and to the library, I can't seem to identify the marks.

The first mark is a crowned leopard within a shield, the second looks like Brittania to the right, the third looks like a Roman soldier's helmet and the fourth is a lion lying down facing away. Above his head is a shield with what looks like an "L" within the shield.

I have a copy of the the Howard Pitcher Okie book and still can't find this mark.

If anyone can provide any information regarding the date and maker of this set, it will be greatly appreciated. Below the marks reads "Silver on Copper".

The top of the teapot is adorned with a finial that looks like an acorn hanging from a leafy stem. Is this set considered Silver or plate? Is this a European set or made in US?
