Large Silver plater

I have a rather large silver tray. It is 30 x 18 in size. It weights 9 lbs.
I think the tray is sterling silver. I would like some help reading the hallmarks.
Who made the tray?
When the tray was made? Is the 19/17 7 E have any thing to do the date of manufactory?
Do the hall marks show that the item is sterling silver?
