Silver Silent Butler

We have had this item for over 30 years now, and just recently wanted to know a little more about it. There is a mark on the bottom of the hammered silver, also a number. I was hoping someone knew what they meant? Looked up as many marks etc as I could, but didn't find this one. Thank you. I am not sure if the handle was original to the piece, but it is as we received it. the nails look like brass?

To me it looks like a pewter maker's mark.
