Carr? Hallmark - Delft Spoon

I am trying to determine the hallmark on this silver spoon. I think it is Dutch seeing how it has the word
Delft on the front of it. Yet, after searching multiple sites, I cannot determine the hallmark.

I would have thought it to mean 90% pure silver.
