Martini Shaker Mark-a Dragon? a "C" a Bird Oh My!

Nice silverplated martini or cocktail shaker, can't figure out the mark and I've looked in all my books and all over the Internet. Looks like the Lochness monster :) then a "C" then a bird. Also a number 3154 with an A. This piece was also individually numbered 407-05-4579. Any help with the following is much appreciated:

Maker
Year made
City?
Why it is individually numbered?

Made by the Crescent Silverware Mfg. Co. of Port Jervis, NY, founded in 1922, sold to Samuel Kirk & Son in 1977. The "3154A" is a stock or catalog number, the "407-05-4579" is a previous owners Social Security number.
