Need help: Sterling or SP Mark: H F (star) S AI EP

Hello, Can anyone help me identify this mark if it is sterling or silverplate and estimated age?

The maker is Harrison Fisher and it is EPNS (silver plate) date around the 1900s (they ceased production of plated wares around 1925)
