What is it?

My father-in-law brought this back from WW2 where he was stationed in Australia. Is it a sugar bowl? mustard pot? I also cant find the hallmarks online any one know what they mean? says Trade mark in top banner then the letters S M on top P C on bottom of shield then A 1 or A I in the center, then Sydney underneath then letters F P N S stamped below that then 201 under that then 1/2 below that

Welcome to the Forum.

Your item appears to be a sugar bowl. The 'EPNS' mark stands for Electro Plated Nickel Silver, '201' the factory pattern or batch number, and '1/2' mark in probably the indicator of its capacity.

Just who SMPC were, I do not know, but it may stand for Sydney Metal Plating Co. or something similar and the 'A1' mark an indicator of their first quality.
