Need Advice on Marks for a Salt Holder ???

Hi I have had a lot of fun figuring out hall marks but every now & then I get stumped so I hope some one can help with this Silver Salt Holder, The legs are petty cool they look like the legs of a deer I think it's silver plate but I could be wrong.

Can Anybody suggest a way to clean the hallmark out to make it more readable, I tried a toothbrush & silver cleaner but it is not stiff enough & I am not sure what to use as to not scratch anything?

Looks a little tar-like, I'd try cotton with a solvent such as naptha, benzene or acetone - in a ventilated area.

Hi I managed to clean the marks up some through the suggestion here, But I still can't make out the letters & symbol's, Let ne know if this helps anyone help me to identify this maker & date it

Hi ~ Can't quite make out the letters to the left, but the mark belongs to mid 19th silverplate manufacturer William Gough of Birmingham, England.
