Tea Service (Grapes & Leaves Pattern) - Makers Mark ID?

Please help! I have been searching everywhere and cannot even come close to a match for this maker's mark. It is on the bottom of each piece of this tea service - Coffee on stand w/burner; Tea; Sugar; Tray - and Candelabra (yes, I know that's really not part of the set, but it IS the same pattern.) One of the pieces also says "Silver over Copper". Does anyone know who, when, or where this set was made?
