Spoon and Fork Set, Russian?

I have been given a Spoon and Fork set. The person giving it to me was sure that it was French and from around 1804. I have researched the marks on the items and have I think discovered that they are in fact Russian. The marks read as:

R & C indistinct mark after the C then an 8 and then a 4 then the city mark(?) which is a Bow.
The makers name is long and I think in Cyrillic, and starts CN.

I've not found a match for the city Mark after scouring the internet and I think the 84 is a pre-standardisation Russian 84.
An help identifying these is much appreciated.

Thanks for the welcome.
These shots were as close as I could get. If I blow them up they are very indistinct. They were taken using a DSLR and a macro lens, but it does not allow very close ups. Any advice on how to get clear images much appreciated.

I didn't see the article as these are definitely solid silver. I'll carry out a bit more research as the donor was sure they were French (and after reading the article thats were I'll look).

They are French silverplate, suggest you look at the article.
