Unidentifiable Mark "MILLS" on tea strainer

I have search eveywhere for the mark MILLS on a tea strainer I inherited from my sister's estate. There is a 3 next to an L, underneath is a single turret castle with bar underneath and below that is the mark Mills with a 4 and a 5 in individual circles.
