This is a cup, it has a bird design on the top, it's about 5 inches tall. I'm not sure what the markings on the bottom mean, if they're hallmarks or they're maker's marks. One kind of looks like a fist, or a five with an extra bump, and the other one seems to be a victorious person between an "O" and an "L." They have blurred a bit.
