Silver from Russia??

Hi!

I have a spoon that is probably from Russia. Could you help me and tell what is on the sign on the left side of the photo number 2? (hen?:) )
Maybe you will also identify what is the fineness of silver?
I'm not good in English. Sorry for that.

This is not silver. Letter shown the price in russian rubles and manifacturing. Date about 1970-1990.

It's not a silver? I didn't realize that.
But it really looks like a silver - very white and shiny.
