Silver plate tray, unknown mark?

I have had this tray for a while now, do not have the foggiest where it came from or what it is, i would also like to know about restoration and if it is viable for this item.

Florence Silver Plate Co, Baltimore, Maryland listed in Baltimore City Directories 1894-1942 is a possibility, but other than the name Florence alone, I don't know what trademarks they may have had.

Thank you very much. How do i find that please, ive tried googling and nothing works.
Also would like to try to find out what is the metal under the plate please.

I should have mentioned that information primarily is from Dorothy Rainwater's book "Encyclopedia of American Silver Manufacturers."

However, google books will give you a snippet of the information from Rainwater's.
