NO ONE KNOWS THIS MARK!!! HELP ME PLEASE!!!!

I have asked every Antique dealer around and everywhere and NO ONE knows this. The Ropousse Bowl weighs 1.5 lbs, stands 3.5 inches tall, width 5.5 inches wide. Ornate design very detailed. I dont know if it is solid silver or plate. I scratched the bottom and there is no under color (just a tad darker in silver color like unpolished) . Please help! Thanks soo much!!
