Help Needed With Antique French Ladle - J (hand) V

Can anyone help identifying origin and age this silver ladle.
It measures 12.5 inches long and weighs about 8.5 Oz.
It is hallmarked in 3 places which are as follows.
The 1st mark is faded , I think it reads "ME A" over "BLA C" ( METAL BLANC ? - sorry about picture )
The 2nd is a human right hand palm up with the letters J V either side.
The 3rd reads 12G.
