Hello.

I enlarged and cropped your picture of the mark.
Looks like a French silverplate mark to me.
Was not able to find the manufacturer who used it.

The other mark is probably "Blanc" for Metal Blanc or white metal, indicating the piece as one of the nickel silver alloys.
