Dutch? Plate West & Son

Can anyone confirm that this plate is Dutch? West & Son is Irish but the hallmarks look dutch to me...I know the marks are not that clear - sorry. I think this is silver plated but I'm not certain. Any information about any of these marks would be greatly appreciated.

Believe West & Son was the retailer.

Looks to me to be early ( 1847 ) Elkington silverplate marks.
Don't know what the marks in the lower left picture represent.
