Hello.

Believe the cyrillic letters that appear to be MHU refer to the base metal which is a copper/nickel/zinc alloy.
Might be silverplated.

Hi,

The first part is the Zaparosia Nickel Mark which is a factory in Ukraine and the fork is made during the Sovjet period.

The appearance and feel of a nickel alloy item and a silverplated one is different. Difficult to describe in words.
Suggest comparing a piece that you know is silverplated to yours. There would be an obvious difference if your item is not silverplated.

three letters in Russian are first ones from Russian names of Copper, Nickel and Zink. This alloy called neusilber in German and was widely used for tableware in USSR after WWII.
Digits are for the price: 13 roubles 20 copecks
