Pair of Washington Silver Candlesticks.

I have a pair of silver candlestick that I can't find any information on. The mark may be hard to read so it reads Washington - then 3 shields with the letters F, S, G or C (?) - then a logo (most likely the date mark) - then the number 1729. Is this silverpale or sterling?

It's silverplate.
I believe that is the mark for Forbes Silver Co.. It became part of International Silver.

The number would be the factory design number.
