Ident. of Maker's Mark CHH S Within Shield and 4 HM Epergne

I recently purchased this lovely epergne but am unable to find any information as to maker, country, date or whether it is silver or silverplated. There are 4 hallmarks and a maker's mark in the middle. The first 2 marks are hard to decipher. The 3rd mark is the maker's mark(?) showing a shield with CHH or CMH??? then underneath that is the letter S...all within the shield. The next hallmark looks like a fancy A with the 2 ends curled up and 2 lines going through the middle, one extending outside the A. The last hallmark looks like a very fancy double S with an angled line going East to West. I would appreciate any help. Thank you.
