help to identify makers marks on old silver serving tray?

Hello,
I have this heavy 9lb tray, I know nothing of silver marks but was told it is silver, and I am trying to find out if 1. it is indeed silver, as I dont see it marked silver, and 2. Who was the maker. 3. When was it made?
Any help would be greatly appriciated as I cant find nothing anywhere, except that the epc was actually electroplated copper, and this seems to heavy to be copper...I thank you in advance for your time and any answers you can give me.

Hello.

That is a silverplate mark used by W&S Blackington.
EPC does stand for ElectroPlated on Copper.
