Rose Design International Mark, Etain and Star

Hi!
I have this Champagne Bucket with what I thought would be easy to discover the history of. It has unusal animal head handles. It has a "Rose design International" mark, with a star impressed on the right hand side of the mark and the word "Etain" in an oval beneath the mark.
I was looking for any information on the company and what the impressed star may mean. I am assuming this is French from the word Etan in the oval...but I could be wrong, Most likely I am!
Any information would be surely appreciated as I have looked and looked on line for information and have found nothhing.

"Etain" is the French word for pewter, your piece isn't silver or silverplate, would also guess that it's of fairly recent manufacture.
