Nice hand-chased English punchbowl, need help to ID marks

This is a pretty ornate punchbowl of indeterminate age and the marks are not very clear. I also notice that the "Made in England" mark is a double-strike - is this rather sloppy work an indicator that the piece is not high quality? When it comes to old silverplate I am very much a novice and would appreciate any and all information. Thanks
