Help to identify fish or ice cream knife and maker?

Can anyone identify this maker's mark? Also, is it a fish knife or an ice cream knife? It has a curved bowl. Is it coin or silverplate? Weight 1.4 oz. Thanks.

The curved blade indicates fish. I would say that the curve help when removing the meat from the fish skellet.
I dont know maker, but marks are typical silver plate.
