Silver plate or sterling? Unknown mark

This silver salt container has a blue glass liner and marks I cannot identify. I'm starting with the silverplate forum first. Any guidance is appreciated.

Can I list this in the sterling category, too, since no one has responded?

Hi Lilly-

I would not move it, unless it has other marks that identify it as sterling. I think the reason you have no answers yet, is because nobody has the available resources to identify it. From your picture it is hard to decipher, but do not give up; someone here may be able to id it by the shape of the cartouche and what they can make out of the letters.
