Help with Lee & Wigfull Hallmark

Description:
All research that I have done indicates that Lee & Wigfull used an L&W as their hallmark. Object is 6.5 inches tall by 6.5 inches wide (end of handle to end of handle). I believe it is a sugar bowl and that it is silver plate over copper.

Questions:
    Does anyone have any idea when they may have used their full name as a hallmark?
    Can someone please help with dating this object?
    What does the number 0295 mean?
    Can someone confirm that it is a sugar bowl and whether it is silver plate over copper?

Lee & Wigfull used their "initials in sheilds" marks into the 20th century. Don't know for how long.
This would be one of their later marks. They were in business up to 1968.

The number 0295 is probably a catalog number.
