Maker's Mark SEC ?

Can anyone identify the maker SEC of this screw threaded elongated barrel? The Registered Design (kite) mark is for 26 January 1882. I've no idea what it originally contained though presumably a pendant of some kind or possibly a châtelaine piece? Approx. 3 cm from end to end.
