Antique Russian? Caviar serving bowl marked HB

Hiya, tests as silver but only mark is the HB, anyone have any ideas?

Not Russian silver, could be plated, but.....? How was it tested? Did the result show 100% silver?

If you've only done a surface scratch test it is most likely electroplated especially as there is no indication of silver fineness. The HB mark puts me in mind of Henry Bourne, a Birmingham (England) silversmith and plater. Some of his electroplate marks are shown here.
