Forgive anything I’m doing wrong here. I have tried to research the marks but probably am not knowledgeable enough to do it correctly. I’ve found nothing. I’m fairly certain it’s plate as it has none of the characteristics of sterling. Thanks in advance for any input.

Silverplated,indeed.
WP - diamond in crown - William Page & Co. Birmingham.
B stands probably for second quality of plating, rather than for Birmingham although e.g. S was documented for Sheffield.
Rd in diamond - mimicks the registered mark from Patent Office.
Active from 1880 at Cranemore St, Cattle's Grove and 55 Albion St, Birmingham.
