I believe the letters CPO inside the diamond mark stood for "Central Purhasing Office".
This mark indicated the item was sold on U.S. Army, Navy or Air Force bases in Japan after WWII (1947-1948).

I dont the history of the maker, just know that inoue is a popular Japanese name.
