Cameo brooch with cloisonne border mark dlu

Had all my stuff in storage for several years and just moved and re-discovered this lovely brooch and want to learn more about it. Not sure where it is made, couldn't find the mark anywhere (dlu). It measures 2" wide by 1.5" high. It has two sizes of delicate roping around the border. It appears to be silver. but I don't know enough to be sure it isn't silver plate. I think the surrounding is cloisonne, but not sure if that is the correct term. Any help identifying the piece would be most appreciated!
