Cufflinks with enamel, European? includes backwards S

Hi
I would appreciate any help with this mark (the only mark but it appears on both cufflinks). I am guessing from style it dates to around 1920s.
To my eye the marks are a hammer head, backwards S, T, G (or C) and a partially formed E. Thanks
