I would like to learn who made this brooch/pin. I am guessing that it is sterling or silverplate that is oxidized. It does not say "925 or sterling", but the tarnish can be removed with a polishing cloth. You can see the brighter silver on the tip.
American? Age-maybe within the last 50 years due to style and condition? See pics for description of mark.
