Identifying Marks on Egyptian Ring

Hi there... am trying to figure out this ring, exactly what it means.. I know the lotus is after 1946 and the arabic letter is after 1940, but the first mark is faint, so Im assuming its the city of either Cairo or Alexandria and silver content, but am totally lost to the gold symbols on the front. Perhaps Cleopatra? The resting cobra, blooming reed and water symbol have me stumped also. There is also a mark on the edge that is seen in the last photo, silver content? Any help would be appreciated. thanks. :)
