Sterling Fur Clip - Hallmark Bell with A in Center

I have a sterling and rhinestone fur clip with a maker mark I cannot identify. The clip is marked with "Sterling Top" on clip and a maker mark on back of clip of a bell with A in center OR an upside down V with an ellipse in center making it look like an A.
