Can you help with this mark?

I received this piece from my mom ~ who does not remember where or when she acquired it.... She says that she has had it for a number of years ~ whatever that means.....haha I have looked all over this site and the Internet and have had no luck.... Can someone figure out the mark and perhaps a date? Thank you so much....
