Unknown hallmark - help ID

Hello
I have the below owl brooch. I cant seem to identify the country the hallmark relates to
The brooch has diamonds in wings and sapphire eyes I assume it is silver gilt but it does not look like gilt and the wings look like white gold?
Any help would be appreciated
