A silver and amber brooch

Here is a beautiful amber brooch with a silver foliage surround. The design is Art Nouveau.
I'm not sure if this is French or not, but there on the pin is a bust which is similar to the Minerva bust used in France. 925 is also stamped (twice), there is also what looks like the letter L.

Can anyone tell me something about it?
