Is this Russian?

It looks like Catherine II or Catherine I. It is enamel on silver, red guiloche, gilt around the edge and on headdress, three diamonds (tested by jeweller) in the headdress and one on the necklace. The pin is marked and so is the 'c' clasp but I can't make it out, it also looks like there is a very small letter stamp on the 'c' clasp which looks like a dot on the photo. I suspect the pin, 'c' clasp and even the mount on which the enameled silver plate is mounted may be gold. The rear of the plate is marked 932 which I suspect is a mistake where someone picked up a 2 instead of a 5. Any help would be welcome.

In brief: It seems to me that the marks are French export marks.

Unfortunately the marks are so small they look different depending on how the light falls on them. I was hoping someone may be able to identify the type of work and its quality. The mark that looks like a face could be a Russian or French mark, but it may not be a face at all. The first mark can look like a bird in flight or half an upright eagle, it also looks like one of the Russian hallmarks depending on how you hold it.

I need someone to identify it on the type of work really.

Have you ever seen the tool for hallmarking silver and gold ? It is not hallmarked one letter or one digit at the time, the steel tool has all numbers in one place at the top of slightly curved tool that is hammered to a piece. In short, ``someone could not pick up 2 instead of 5``. The system you have in mind is used to number e.g. badges and military items with five or more digits separately struck.
