What is it and who made it?

Hello Everyone,
I was wondering if anyone could tell me what this piece is. It looks like some kind of buckle and is marked "STERLING . E.IRA.R" I have spent two weeks on this and I'm hoping somebody can help. Thanks in advance for any info. Phyllis
