I need help identifying the silversmith who made this piece of jewelry. Looking at the pictures, can anyone tell me who was it made by?

P.S.
I believe the initials are "Q.L." but I might be wrong. See for yourself.

Such engraved marks are often those of amateur or student jewellers. Finding the artist is usually extremely difficult, but who knows, someone hopefully may recognise it.
