Hallmark is stamped "ART" I haven't found another identifying piece to help me out. Any information on the piece would be greatly appreciated!

That is a mark used by the New York costume jewellery manufacturer Art-Mode Jewelry Creations Inc.. The owner of the company was Arthur Pepper.
They were working from the 1940's until the 1970's. Your item was made after 1955 due to the addition of the copyright symbol '©'.
